Sikh Canadian Activist Warned Again Amid Indian Government Concerns

Another Sikh Canadian activist has received a “duty to warn” notification, raising concerns about the Carney administration’s assertions of addressing Indian government interference and transnational repression. Inderjeet Singh Gosal disclosed that he was handed the letter on August 14 following a call from the RCMP in Caledon, Ont.

These letters are typically issued by law enforcement when credible intelligence indicates a threat to an individual’s life without divulging specifics about the threat. Gosal, the intended recipient, shared that the RCMP contacted him to deliver the warning in person.

The activist mentioned that the RCMP reiterated a previous offer to place him in a witness protection program, despite his lack of involvement in any criminal proceedings. However, Gosal declined the offer, expressing his commitment to advocating for the Khalistan referendum, even if it means facing potential risks.

The term “Khalistan” refers to the proposed autonomous Sikh region in Punjab, India, sought by Sikh separatists. Recent referendums by the group Sikhs for Justice in various global communities have irked the Indian government.

Gosal assumed leadership of the Canadian referendum campaign following the tragic death of Hardeep Singh Nijjar, who was leading the effort before his demise in Surrey, B.C. This latest warning marked Gosal’s sixth official police caution.

The warnings, including the one issued to Gosal, have been ongoing since the Carney government initiated reconciliation efforts with the Modi government, following strained relations between Canada and India post-Nijjar’s assassination. Both countries experienced diplomatic downsizing due to reciprocal expulsions.

Despite Canada’s desire to mend ties and focus on economic collaborations with India, duty to warn notices persist. The recent letter, while not directly attributing the threat to the Indian government, highlighted the existence of a threat without specific details.

Furthermore, Canada has faced scrutiny from UN rapporteurs regarding its handling of threats against Canadian Sikhs, particularly in the case of Moninder Singh in British Columbia. While Canada has reassured the rapporteurs of its commitment to safeguarding its citizens, those feeling targeted by the Indian government remain concerned, citing the ongoing duty to warn letters as evidence of persistent threats.

Gosal commended the RCMP for fulfilling their obligation to notify him of the threats but criticized the Carney government for its approach. Despite the challenges, he affirmed his determination to continue organizing the upcoming referendum, emphasizing the importance of democratic processes in the face of external repression efforts.
