Prime Minister Mark Carney is scheduled to visit St. John’s on Monday to hold discussions with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette regarding energy security and economic development. The talks about a potential new agreement concerning Churchill Falls energy have gained momentum recently, with Radio-Canada confirming Fréchette’s visit to Newfoundland for a signing ceremony.
In a press release issued by Wakeham’s office on Saturday evening, it was confirmed that Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s president and CEO, Claudine Bouchard, will be present at the meeting on Monday. Hydro-Québec also released a statement inviting journalists to a closed-door briefing on Quebec’s energy security, led by Dave Rhéaume, their executive vice-president.
Additionally, a media technical briefing by Natural Resources Canada is set to take place in Ottawa at 10:30 a.m. NT. The specifics of the announcement in St. John’s at 1:45 p.m. NT are yet to be fully disclosed, but it was revealed late on Sunday that Prime Minister Carney will also be in attendance.
Sources privy to the agreement details have revealed that the deal involves guaranteed transmission access of 985 megawatts through Quebec, enabling Newfoundland and Labrador to sell up to that capacity to external markets. The new arrangement is expected to provide Quebec with approximately 10,000 megawatts and Newfoundland and Labrador with a minimum of 2,350 megawatts, potentially reaching up to 3,000 megawatts.
To meet the increased electricity production, both provinces have agreed to enhance the hydroelectric facility at Gull Island and boost the turbine capacity at the existing Churchill Falls plant. Unlike the previous memorandum of understanding signed in 2024, the updated agreement will also incorporate wind power.
