Late in the evening of February 2021, a woman contacted the Tofino RCMP for assistance, reporting that she had been held captive and sexually assaulted by two men in a residence in the secluded Tla-o-qui-aht First Nation community of Opitsaht.
The woman, who remains anonymous due to being a sexual assault survivor, recounted that she was inside a bedroom when law enforcement arrived. She recollected hearing indistinct voices followed by gunshots. Upon fleeing to the living room, she encountered one of her assailants, Julian Jones, who was deceased.
During a coroner’s inquest into Jones’s demise, which she was legally summoned to address, it was revealed that John Lucas Jr., Jones’s brother, was found guilty of sexually assaulting her.
Struggling to hold back tears, she testified at the inquest, expressing the emotional difficulty in recounting the events. She shared her belief that the outcome could have been different and expressed the lasting impact of both the assault on her and the fate of Jones.
The circumstances surrounding Jones’s death, resulting from multiple gunshot wounds inflicted by Tofino RCMP, are under scrutiny in the ongoing coroner’s inquest in Port Alberni. A jury comprising seven individuals will provide recommendations aimed at preventing similar fatalities, as the inquest’s purpose is not to assign blame or criminal liability.
The initial day of the inquest concentrated on detailing Jones’s life history, which included a criminal record of assaulting strangers and a police officer in Tofino. David Paruk, Jones’s former parole officer, disclosed that Jones had been prohibited from contacting various RCMP officers, including Constable David Robichaud.
Although Robichaud, the officer who shot Jones, was served a summons to testify, he is not expected to appear as he has retired from the RCMP and relocated outside of British Columbia.
Dr. Luke Williston, who attended to Jones at the Tofino clinic, highlighted the challenges Jones faced, notably a diagnosis of fetal alcohol syndrome (FAS) contributing to cognitive impairments affecting attention, memory, judgment, and decision-making.
Jones battled substance abuse and alcohol dependency from an early age, as noted by Williston. Laura Manson, Jones’s sibling, fondly reminisced about their childhood moments, emphasizing Jones’s humanity and the impact of his untimely death.
Paruk, who had a close relationship with Jones and his family, acknowledged the traumatic upbringing Jones endured. He expressed a wish for more culturally relevant treatment options and improved access to probation services within Jones’s community, believing it could have altered the outcome.
The inquest proceedings are set to continue the following day, aiming to shed further light on the circumstances surrounding Julian Jones’s tragic death.
