“RCMP Livestock Investigator Unveils Cattle Branding Fraud Case”

A Saskatchewan man is facing charges for allegedly engaging in fraudulent cattle branding, shedding light on the crucial role of the Saskatchewan RCMP’s sole livestock investigator, Cpl. Owen Third. Third assumed this specialized position in 2023 following over 18 years of service with the RCMP. He emphasizes that besides aiding detachments across Saskatchewan, he dedicates significant time to educating producers, especially in cases where detachments lack the necessary resources or expertise.

While Third handles criminal investigations, Livestock Services of Saskatchewan (LSS) administers Saskatchewan’s Animal Production Act. LSS, a non-profit organization, also offers livestock inspection and identification services, frequently collaborating with Third during inquiries. Jason Pollock, CEO of LSS, underscores Third’s invaluable contribution, providing consistency and persistence in cases where many RCMP officers in Saskatchewan lack familiarity with the agricultural sector.

The recent charges stemmed from a tip received by LSS regarding altered cattle brands at a farm in the rural municipality of Martin, located approximately 225 kilometers east of Regina. Third disclosed that the investigation involved inspecting 197 cattle, revealing that 99 had altered brands superimposed on the original, while the rest were fraudulently branded with a new mark. These charges mark the first criminal prosecution related to fraudulent branding since Third assumed his role.

Third refrained from commenting directly on the ongoing investigation but hinted at underlying civil components in many livestock inquiries. As the legal process unfolds, further details are expected to emerge. Notably, Third is one of only four RCMP livestock investigators nationwide. Pollock affirmed that the volume of referrals and complaints in Saskatchewan ensures a busy schedule for LSS and Third throughout the year, despite not being numerous in quantity, the cases often involve significant financial implications for the parties involved.
