The European Parliament, a vital institution within the European Union, is preparing to establish a new office in Ottawa, the capital of Canada, aiming to strengthen connections with the 27-member bloc under the leadership of Prime Minister Mark Carney.
In a press release on Monday, Roberta Metsola, the president of the European Parliament, emphasized the shared values, interests, and dedication to an international order based on rules between Europe and Canada. The “antenna” office in Ottawa will enhance the existing partnership through closer parliamentary collaboration, making Ottawa the 10th city globally and the third in North America, following New York and Washington, to host such an office.
The European Parliament functions as a representative assembly comprising elected members from EU member states. While the EU already maintains an embassy in Ottawa, it is operated by the European Commission, a distinct entity responsible for the bloc’s executive functions separate from the parliament.
Prime Minister Carney announced plans on Sunday to engage in discussions for a distinctive alliance with the European Union, ruling out full membership. Highlighting aligned values, priorities, and complementary strengths, Carney aims to foster a robust relationship with the EU, as reported by The Wall Street Journal.
The report led to a strong reaction from Conservative Leader Pierre Poilievre, who rejected the notion of Canada becoming an EU member, emphasizing Canada’s sovereignty. A senior Canadian official, speaking anonymously to CBC News, disclosed ongoing dialogues on deepening Canada’s ties with Europe while maintaining sovereignty.
The prospect of Canada being an “associate member” of the EU has been considered among other options, although this label was not proposed by Canada. The government is exploring possibilities for the relationship and intends to outline them further during the EU-Canada summit in late October.
Notably, the EU currently does not have associate members, and historically, it has maintained stringent membership criteria limited to European countries. Carney is scheduled to address the European Parliament later this week.
