“Plans for New Overdose Prevention Site in Vancouver Halted”

British Columbia’s newly appointed health minister has instructed Vancouver Coastal Health to halt its plans for establishing a new overdose prevention site in downtown Vancouver, a decision supported by the mayor. Ravi Kahlon released a statement indicating that the move was made in collaboration with the health authority, which will now propose alternative programs to address community needs at the intended site on 900 Helmcken St., close to St. Paul’s Hospital.

This confirmation, announced on Monday, coincides with Vancouver Mayor Ken Sim’s acknowledgment of Kahlon’s decision to cancel the project, a move that Sim had opposed. Expressing his gratitude, Sim also thanked Kahlon’s predecessor, Josie Osborne, who had previously put the project on hold last spring due to community concerns, as stated in a release by Osborne, who now serves as the finance minister.

The proposed new site was intended to replace the Thomus Donaghy overdose prevention site that ceased operations in January this year. Vancouver Coastal Health had identified it as the only public overdose prevention site in the downtown area. According to a health authority statement from May, the previous site had accommodated over 149,000 visits and managed 480 overdoses since 2021.

Despite a temporary mobile overdose prevention site offering limited services post-closure, it was deemed insufficient to meet the demand. The location on Helmcken Street was chosen following an extensive search and feasibility evaluation of potential sites in the vicinity. The lease for the new site was set to commence on June 1 before the cancellation was announced.

Sim had introduced a motion in May urging the use of all available measures to prevent the site’s opening, emphasizing the city’s duty to uphold public order and safety, as well as the well-being of residents and businesses in the area. Noting the significant challenges posed by street disorder, drug use, mental health issues, and addiction in Vancouver, the mayor expressed his anticipation of collaborating with Kahlon to enhance treatment and care services.
