Wetaskiwin’s mayor may soon be allowed back into city hall following a recent court order. Joe Branco, the mayor of the central Alberta city, had his access restricted earlier this year due to allegations of inappropriate conduct made by a city employee. An interim agreement has been reached between the City of Wetaskiwin and Mayor Branco, allowing him to regain access to city hall upon completing respectful workplace training pending a judicial review. Branco expressed relief at the decision, stating his desire to resume representing the community that elected him.
The restrictions were put in place after a harassment complaint was filed against Branco by a city employee, accusing him of using inappropriate terms like “sweetie” and “favourite employee.” While Branco admitted to most of the allegations, he denied any sexual intent. A judicial review was initiated by Branco challenging the city’s decisions, claiming they hindered his duties and transferred his responsibilities to the city manager.
As per the recent Court of King’s Bench of Alberta consent order, Branco must undergo one-on-one workplace training called “workplace restoration” before returning to city hall. The order outlines specific conditions, including a prohibition on interaction between Branco and the complaining employee. It also mandates that certain office areas be restricted and locked to prevent unwanted interactions.
Branco revealed that he recently completed the required 2025 respectful workplace training, which he had delayed as he initially questioned its necessity. He emphasized the importance of understanding cultural sensitivities and appropriate communication in today’s political landscape. Despite concerns about potential conflicts upon his return, Branco acknowledged the need for personal growth and understanding in adapting to societal changes.
The consent order does not halt the ongoing judicial review sought by Branco, with hopes for a hearing in fall 2027. Branco’s legal representative anticipates that the case will set a precedent beyond Wetaskiwin, impacting municipal governance across Alberta by clarifying the roles of elected officials and administrative bodies. Branco, a longstanding member of Wetaskiwin city council, is serving his first term as mayor.
