“Major Electricity Agreement Reached by Newfoundland and Quebec”

A significant energy announcement involving Newfoundland and Labrador and Quebec is set to take place on Monday afternoon in St. John’s. Although there has been no explicit confirmation from either province, sources have indicated that a potential agreement on Churchill Falls electricity is nearing completion.

Premier Tony Wakeham will be accompanied by Prime Minister Mark Carney, Quebec Premier Christine Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s president and CEO Claudine Bouchard during the announcement. Radio-Canada has verified that Fréchette will be signing some form of agreement.

Hydro-Québec will conduct a closed-door briefing at 11 a.m. with reporters, led by Dave Rhéaume, the company’s executive vice president of energy and regulatory strategy and industrial activities. Concurrently, Natural Resources Canada will hold its own technical briefing in Ottawa on Monday morning.

The announcement, scheduled for 1:45 p.m. NT in St. John’s, as per Wakeham’s office, is themed around “energy security and economic development.” However, specific details beyond this theme remain limited.

Insiders with direct insight into the matter, who prefer to remain anonymous, have disclosed that a potential new agreement on Churchill River power includes a guaranteed transmission access of 985 megawatts through Quebec, allowing Newfoundland and Labrador to export up to this capacity to other markets.

Additionally, reports from Radio-Canada indicate that each province will receive a significantly higher amount of electricity compared to the previous memorandum of understanding – with Quebec potentially getting nearly 40% more and Newfoundland and Labrador between 25% and 60% more. This increase would be facilitated by a more potent hydroelectric facility at Gull Island and an expansion in the generating capacity at the existing Churchill Falls plant.
