“Ottawa’s Record Clean Energy Investment: $70 Billion Boost”

Ottawa has announced what is being described as the largest clean energy investment in North American history. Prime Minister Mark Carney, together with N.L. Premier Tony Wakeham and Quebec Premier Christine Fréchette, is in St. John’s to unveil a significant agreement concerning Churchill Falls and other electricity projects in Labrador.

The federal government revealed that the deal involves $10 billion in federal funding to enhance and expand the Churchill Falls generating station, develop the Gull Island hydroelectric project, construct transmission lines, and introduce a 2,000 MW onshore wind energy project in Labrador. These initiatives, totaling nearly $70 billion, will almost triple the current generating capacity of Churchill Falls, providing enough power to illuminate, warm, and cool all the residences in Toronto, Montreal, and Vancouver combined. The projects are expected to create 23,000 jobs.

The agreement, set to be signed between Newfoundland and Labrador Hydro and Hydro-Quebec, is hailed as a “win-win-win” by Wakeham. This new deal is projected to increase N.L.’s value from $36 billion to $49 billion in net present value. However, the agreement is subject to an end date of March 31, 2027, unless both parties agree to extend or terminate it.

The agreement includes boosting the existing Churchill Falls facility’s capacity by 23.5%, or 1,275 MW. Additionally, there are plans to explore the potential expansion of Churchill Falls with a new powerhouse and investigate the development of a new wind project generating facility.

The increased power capacity is expected to benefit Labrador’s mining sector, with Ottawa allocating over $2.3 million for an engineering and design study for transmission lines in Labrador west. Furthermore, funds amounting to $439,844 are designated for preconstruction and feasibility planning for the Kami iron ore project southwest of Wabush.
